Remote Learning Challenges by Public School Teachers during the COVID-19 Pandemic Lockdown: Malaysian Case

Technology has changed education, affecting how teachers teach and transfer knowledge. Teachers are agents in the phenomenon of digital learning due to the pandemic. The actions of teachers in implementing digital learning during the Movement Control Order to be analysed through observations or interviews in order uncover the actual implementation process, the teachers’ perspectives on and responses to the implementation of digital remote learning, how teachers adapted their classroom teaching techniques in using digital learning tools, and “how challenges during the introductory period was navigated. This paper aims to explore the remote learning challenges faced by public school teachers during the COVID-19 pandemic in Malaysia. A qualitative study using semi-structured interviews were conducted with eight informants whom to be identified as public school teachers from two different states, Penang and Perak. Purpose sampling was used till the saturation point reached. Interviews were analyzed using thematic analysis. Five key themes were identified as the elements of remote learning in digital teaching which were teaching tools, facilities, training, IT skills and other skills. The findings show that although all the five main themes were important in remote learning, teaching tools was the most important element on contributing to the teacher’s challenges in remote learning. Furthermore, the findings also suggest that the occurrence of COVID-19 pandemic is an opportunity for all teachers to use Information Communication Technology for online learning.

Author Biographies


Dr. Anusuyah Subbarao is a lecturer and a certified trainer at the Information Technology Department, Faculty of Management, Multimedia University, Malaysia. She has completed her Doctor of Philosophy (PhD) from Universiti Teknologi Malaysia under the Malaysian Ministry of Higher Education (KPT) scholarship. She has been an academician for a total of twenty years in Malaysia and also abroad, especially in the field of Software Engineering. Dr. Anusuyah has published book chapters, international journal articles and presented in local and international conferences. Her research and publication encompass in Global Software Development, Software Engineering, and Qualitative Study. She has also received various awards such as Best researcher, Best presenter, Best leadership in different categories. Dr Anusuyah is also a member of the Malaysian Software Engineering Interest Group, Qualitative Research Association of Malaysia and a professional technologist of the Malaysian Board of Technologies.


Dr. Yvonne Lee obtained her Bachelor of Business Administration (Hons.) Economics with Multimedia from Multimedia University under the Multimedia Scholarship Foundation (MSF) scholarship and Master of Arts (International Development) from Flinders University, South Australia under the Colombo Plan Commemorative Scholarship. She completed her doctoral thesis in economic growth at Multimedia University. Dr. Yvonne Lee has published book chapters, international journal articles and presented in local and international conferences. She has also led and was a project member of various international and national research grant projects. Apart from teaching and publication, Dr. Lee has also shared her knowledge on smart cities and income inequality with local and international industry practitioners and has consulted on the socioeconomic implications of the future technologies. Her research interests are the digital economy, future technologies, social capital, and development economics – focusing on gender and income inequality.


Dr. Lilian Anthonysamy is a lecturer and a certified trainer at the Faculty of Management, Multimedia University, Malaysia. She has more than 17 years of experience in the field of lecturing and training in the areas of multimedia and design, soft skills development, digital skills for workplace productivity, smart city development and many others. She holds a Bachelor of Information Technology degree (Hons) majored in Information Systems Engineering from Multimedia University, Malaysia, a Masters degree in Technology and Innovation Management from University Teknikal Malaysia Melaka and a PhD degree from the Faculty of Creative Multimedia, Multimedia University. She is a strong proponent of digital learning, seamless learning, digital literacy, student behaviour, learning strategies, educational technology and learning cities development. She is also an advocator for the empowerment of diverse learners. Presently, she is also a reviewer for several Quartile 1 journals. Lilian is also a member of the Malaysia Educational Technology Association, a graduate and a professional technologist of the Malaysian Board of Technologies. Dr. Lilian is a Professional Technologist, endorsed by the Malaysian Board of Technologies and holds several professional memberships from the Malaysia Educational Technology Association, Malaysia design Council, Malaysian Management Institute of Management and Association of Information Systems.
